Articulation with Non-Governmental
Development Organizations (NGDOs)
The articulation of the actions undertaken by the Non-Governmental Development Organizations (NGDOs with the framework of the ART Initiative, represent a vast potential that can improve the impact of the International Cooperation in the different countries.
Based on the current experiences, the articulation modalities proposed are:
- Participation of the NGDOs’ to the Regional and Local Working Groups in countries where ART’s Framework-Programmes are active. Within these Working Groups, the NGDOs can contribute with their specific experience and can participate to the regional and local planning cycles and to the respective regional and local Development Plans.
- The NGDOs, based on this active role within the local planning cycle, can present to their respective financial resources the projects identified that will thus be part of a larger territorial development strategy.
- They can provide consultancy on sectorial topics in which they are specialized: health, education, employment, Local Economic Development Agencies (LEDA), production, gender, environment, among others.
- The NGDOs that rely on consolidated links with networks of Decentralized Cooperation can work within the regional and local planning cycles as operational instruments of these networks.
- These collaborations can be the subject of agreements with the ART Initiative, as well as with other institutions that participate to the respective ART Programmes, thus concretizing the specific conditions required for the implementation of activities and projects concerning thematic or geographic areas of common interest.
At present, experiences of collaboration between ART/PNUD and Spanish and European NGDOs exist in Bolivia, Colombia, Cuba, Ecuador, Morocco, Sri Lanka and Uruguay.
